1999/2000 SEASON
1. TIMEKEEPER ASSIGNMENTS:
A.
Timekeepers are assigned for All League Games played on League Ice. Assignments are made according to seniority of timekeepers. Returning timekeepers will keep their rink and ice assignment provided the League retains that ice time, returning substitutes are next to be assigned to open slots of ice time. New timekeepers, if there are no remaining assignments will be substitutes.B. It is extremely important that when you receive your schedule for game assignments, you check it over very carefully. Changes occur in the schedules due to changes in ice times, district playdowns, state tournaments etc during the season. It is your responsibility to check and determine if you have any conflicts with your scheduled assignments that will prevent you from doing your assignment. Any changes in the schedule after it has been sent to out will be mailed to you if they affect your assignment. Your copy of the schedule along with any changes should be kept in your binder and brought with you to all game assignments.
C. If you are unable to work your scheduled assignment, please contact a substitute timekeeper from the list or any listed timekeeper that does not have an assignment at that time to replace you as soon as possible. If you are unable to find a substitute, please call me. When you do find a replacement for your assignment, it is important that you call and tell me who it is. This is necessary should I need to get in touch with the timekeeper because of a problem with the gamesheet or questions concerning an altercation during or after the game. Please be considerate and give substitutes at least a two or three hours notice.
D. If you have any questions at anytime during the season concerning your timekeeping schedule, please call me at (413)584-4008.
E. It is important for the timekeeper to remain impartial at all times. Your role as timekeeper includes undivided attention to the game in progress. The game clock must be stopped and started at the appropriate times and special attention should be paid as to whether the clock is functioning properly. Goals, assists and penalties, as reported by the referee, must be recorded accurately and quickly in order to minimize unnecessary delays.
F. When operating a clock for the first time, take time to familiarize yourself with the clock operations prior to the teams appearing on the ice in order to minimize any unnecessary delays once the game has started. If you feel that you will need help for the first time, please call me and arrangements will be made for another timekeeper, who is familiar with the clock to assist you.
2. GAMESHEET COMPLETION:
A. Inside your folder is a copy of a Properly Completed Gamesheet. It is very important that you look it over. Be sure to print legibly. These gamesheets must be able to be read by the coaches, referees and the League Statistician (Barbara Wright). All timekeepers will be evaluated during the evaluation games on their ability to fill out correctly and their ability to print legibly on the gamesheets. Any timekeeper unable to complete a gamesheet properly or print legibly shall be terminated.
B. Please check to see that the middle top section of the gamesheet with the Rink, Date, Time, League (G.S.L.) and Age Division (Mite I, Squirt II, Pee Wee III etc) has been completed by the coaches. If this is not completed, then please fill it in. If you are not certain of the age group, check your schedule, it will tell you what age group is on the ice.
C. Please make certain that the coaches have both completed their rosters under Home Team / Visitor Roster. Please check to see that there are not two players with the same jersey numbers. No two players on the same team should have the same number. If you have two players on the same team with the same number, bring it to the attention of the referees and/or coaches before the game begins so that it can be corrected. It is important to avoid any possible confusion with penalties and goals due to double numbers.
D. A list of names and numbers of all eligible players and goalkeepers shall be handed to the official scorer (the gamesheet) prior to the start of the game. Players may be added to the scoresheet after the commencement of the game provided that the referee deems the omission to be an inadvertent error and a bench minor is assessed. Team competition allows for a maximum of twenty players including goalkeepers. To start a game a team must have 6 skaters and 1 goaltender.
E. The Referee and Official Scorer shall be advised prior to the start of each game of the name of the Captain of each team and the designated Alternate Captains. The coach should do so by indicating the letter "C" or "A" opposite their names on the score sheet.
F. Each team shall appoint and designate on the scoresheet a Head Coach using "HC" next to their name prior to the start of the game. The Head Coach and any assistant coaches to be on the bench must print their names on the gamesheet prior to start of the game. The designated Head Coach will be held responsible for the actions of his players, assistant coaches, and spectators. The Head Coach shall sign the gamesheet after the game.
G. The official scorer shall record the time of entry into all games of any substitute or temporary goalkeepers.
H. All G.S.L. games are played as three (3), twelve (12) minute stop time periods or a total of 60 minutes of ice time. There are no time outs in League games due to time restriction. There will be a three (3) minute warm up with a
thirty (30) second break betweeen periods. You will put 30 seconds on the penalty clock between periods.
I. In the Goal Summary Section the following abbreviations shall be used for teams not Home and Visitor:
AMH - Amherst BS - BAY STATE BW - Bay West ENF - Enfield FCHA - Franklin Cty. HN - Holy Name LUD - Ludlow MS - MID STATE
NVHA - Nonotuck PITTS - Pittsfield SC - Spfld. Caps TC - Tri City
WTM - WTM WEST - Westfield
J. Under Goals Scored Record, uset he abbreviations listed in I above. It is important that you fill in team name abbreviation, period goal is scored, time goal is scored, number and name of player scoring goal, and the number and names of players with assists on the goal. As a minor official, if you see an assist on a goal and the referee does not give the assist, bring it to the referees attention do not just add the assist. Generally, the referees will tell you to add the assist. Everyone knows that assists are as important to the players as the goal and can often mean a player receiving a playmaker patch for three (3) assists in the same game.
K. Under the Official Section make certain that both referees print their name before the start of the game. Please make sure that you also print your name on the gamesheet. After the game, the referees will initial the gamesheet. Bring the gamesheet to both locker rooms and have the head coaches sign it under their team roster. This is to avoid the problem of coaches not knowing a player has received a game suspensions.
L. The top white copy of the game sheet goes to the League Statistician (Barbara Wright), the canary and pink copies go to the coaches of each team, and the gold copy goes to the referee. The referees need this copy only if there is a gross misconduct or match penalty, otherwise you retain this copy should the white copy get lost in the mail. It is very important that both coaches get their copies of the gamesheet before they leave the rink. Gamesheets must be mailed in within three (3) days of your assignment in the stamped, addressed envelopes provided to you. Any timekeeper not mailing gamesheets within 3 days, may be suspended from future assignments until the missing gamesheets are received by the Statistician. Gamesheets are to be folded in three (same as you would a letter) to fit into the envelope, not small wads of paper. Gamesheets can be dropped off at the office at the Olympia instead of mailing them. All timekeepers at the Olympia and Fitzpatrick Rinks are to leave the gamesheets in the office, do not mail them.
M. If a player is challenged during a game, that player must sign the gamesheet in the remarks section in front of the referee. Barbara Wright, District Registrar will verify the signature when she receives the gamesheet and appropriate action will be taken if necessary.
3. PENALTIES:
A. Under Penalty Record Section, the same team abbreviations shall be used as listed in I above. You must fill in team abbreviation, period penalty occurs, time of the penalty, players number and name as well as the penalty received. It is necessary to know the exact time the player entered the penalty box. Minor penalties are 1:30 minutes in length, Major penalties are four (4) minutes in length, a misconduct is six (6) minutes in length and a game misconduct - player is removed from the game and must sit out his next league game. Players do not necessarily have to serve their entire minor penalty - if the opposing team scores, the player leaves the penalty box and time remaining in the penalty is cleared from the penalty clock. Players must serve the entire misconduct and major penalties. In the case of coincidental/concurrent penalties - when a player from each team receives a penalty during the same stop in play, both players go the penalty box and are replaced on the ice. These penalties do not get put on the clock. Both teams skate five (5) on five (5), neither team skates shorthanded. The timekeeper will inform players at what time the penalties will expire, however, neither player leaves the penalty box until the penalty is over and there is a stoppage in play.
B. A Delayed Penalty occurs when there are two players from the same team already in the penalty box and a third penalty is called on that team before the first penalty has expired. The player is placed in the penalty box but his penalty does not begin until the first penalty has expired. Remember however, that the player with the first penalty does not leave the box until there is a stoppage in play or the second penalty expires, whichever occurs first. If the second penalty expires before a stoppage in play, only the player with the first penalty can leave the box. The player with the second penalty can not leave the box until the next stoppage in play.
C. Any player receiving three penalties in the same game shall be removed from the game. It is your responsibility as timekeeper to keep track of how many penalties each player has received. You are to notify the referee when a player receives his third penalty so he can be removed from the remainder of this game only. He does not receive a game misconduct. If a player receives five penalties in the same game, that player is removed from the remainder of that game and receives a game misconduct which means he must sit out his next GSL game. It is the timekeeper's responsibility to inform the referee if a player has received a fifth penalty so he will be removed from the remainder of the game and a game misconduct assessed to the player. Please remember that a double minor counts as two penalties and a minor with an automatic misconduct counts as two penalties as well. Use a separate line for each penalty - each double minor goes on a separate line, a minor and a misconduct go on a separate line. Do not put player serving the minor penalty for another player on a third line, place the players' number in the
remarks column. If a team receives fifteen (15) penalties in the same game, the Head Coach receives a one game suspension. The coach does not have to leave the bench, his suspension is served in the team’s next League game.
D. Any player or goalkeeper receiving a second major penalty in the same game shall be assessed a game misconduct penalty in addition to the major penalty.
This game misconduct penalty shall be in lieu of any required misconduct penalty for the major penalty infraction and the player or goalkeeper shall be suspended for the next two games of that team. This suspension is in addition to any other suspensions incurred during the same incident. Unless immediate substitution is permitted under the coincidental major penalty rule, the penalized team shall immediately place a non-penalized player other than the goalkeeper in the penalty box and such player may not be changed.
E. The referee shall assess a misconduct penalty for interfering in any non-physical manner, with a game official including the referee, linesman, timekeepers, in the performance of their duties. The referee shall assess a bench minor penalty to the offending team for any team official who is guilty of taunting. The referee shall assess an unsportsmanlike minor penalty to any player found taunting another player. The referee shall assess a misconduct penalty to any player not proceeding directly to the penalty bench after being penalized.
F. If a player is guilty of touching or holding in any non-physical manner the referee, linesman, timekeeper or any other game official with his hand or stick, he shall be assessed a misconduct penalty or game misconduct penalty.
G. If any player receives a game misconduct, gross misconduct or match penalty, it is important that the referee writes this on the gamesheet under Remarks Section and signs his name and number underneath.
H. Under the new Zero Tolerance Rule the game will be stopped by on-ice officials when the parents / spectators display inappropriate and disruptive behavior, interfere with other spectators of the game. The on-ice officials will identify violators to the coaches for the purpose of removing parents / spectators from the spectators viewing and game area. The game clock will continue to run, unless there is less that a three-goal differential in the final two minutes of the game, until the parents / spectators are removed. Once removed, play will resume. Lost time will not be replaced and violators may be subject to further disciplinary action by the League. If the zamboni enters the ice surface while inappropriate and disruptive behavior is being displayed, the game shall be suspended subject to action by the League, Mass Hockey and/or USA Hockey. This inappropriate and disruptive behavior shall include: Use of obscene or vulgar language in a boisterous manner to anyone at any time; taunting of players, coaches, referees, timekeepers or other spectators by means of baiting, ridiculing, threat of physical violence or physical violence; throwing of any object in the spectators viewing area, players’ bench, penalty box, timekeepers’ box or on the ice surface, directed in any manner as to create a safety hazard.
H. If you have any questions concerning a penalty/penalties called during the game, ask the referee immediately or during the next stoppage in play. Avoid any conflicts and confusion later and don't try to figure it out yourself. The referees are there to assist you.
4. TIMEKEEPER DUTIES
A. All timekeepers are to be at their rink assignments at least 15 minutes prior to the start of their first scheduled game. We have only sixty (60) minutes for each game and it is imperative that we start on time.
B. Prior to the start of each game, you are responsible for the collection of money for the referees and the timekeeper from both teams and the completed gamesheet. See the coach / team rep before the start of the game for the money and the gamesheet. If you do not have the money and gamesheet before the start of the game, inform the referees. Each team pays for one referee and half the timekeeper. The rates for G.S.L. games for referees are:
Novice - $14.00 (1 referees) & $8.00 (timekeeper) = $22.00.
You will collect $7.00 (1/2 referee) & $4.00 (1/2 timekeeper) for a total of $11.00 from each team.
Mites - $36.00 (2 referees) & $8.00 (timekeeper) = $44.00.
You will collect $18.00 (1 referee) & $4.00 ( 1/2 timekeeper) for a total of $22.00 from each team.
Squirt - $38.00 (2 referees) & $8.00 (timekeeper) = $46.00.
You will collect $19.00 (1 referee) & $4.00 (1/2 timekeeper) for a total of $23.00 from each team.
Pee Wee - $44.00 (2 referees) & $8.00 (timekeeper) = $52.00.
You will collect $22.00 (1 referee) & $4.00 (1/2 timekeeper) for a total of $26.00 from each team.
Bantam - $48.00 (2 referees) & $8.00 (timekeeper) = $56.00.
You will collect $24.00 (1 referee) & $4.00 (1/2 timekeeper) for a total of $28.00 from each team.
Midget - $60.00 (2 referees) & $8.00 (timekeeper) = $68.00.
You will collect $30.00 (1 referee) & $4.00 (1/2 timekeeper) for a total of $34.00 from each team.
C. If only one referee shows up to do a game, he receives one and one half (1 1/2) times the regular fee as follows:
Mite -- $18.00 + $ 9.00 = $27.00 total -- $13.50 each team
Squirt -- $19.00 + $ 9.50 = $28.50 total -- $14.25 each team
Pee Wee -- $22.00 + $11.00 = $33.00 total -- $16.50 each team
Bantam -- $24.00 + $12.00 = $36.00 total -- $18.00 each team
Midget -- $30.00 + $15.00 = $45.00 total -- $22.50 each team
D. Mite Division IV (Novice - age 7 and under) games are played with a two minute whistle. This means that you shall sound the horn every two minutes to stop play for line changes. Do not stop the clock when you sound the horn, wait until the referee blows his whistle to stop play. In this divisions only, the League 3.
allows one coach from each team to be on the ice during the game for instructional purposes only during the first half of the regular season (until January).
E. Mite Division III games are played with a two minute whistle during the first half of the season upon request by one team. During the second half of the season, Mite Division II games are played change on the fly.
F. The clock should be started upon execution of the face-off and should be stopped each time the whistle is blown. Prior to the center face-off to start each period, the referee will check with the timekeeper to ensure that you are ready to start. A simple nod of the head or thumbs up will signal to the referee that you are ready to go.
G. When recording information, the general rule is to record the time remaining in the period.
H. The number of goals scored per period should be recorded in the appropriate section at the conclusion of each period. The time left on the clock in the third period, if not played to completion should be recorded in the appropriate section at the conclusion of the game.
I. Once the game has been completed, the official scorer should check the scoresheet completely for accuracy and neatness. Any last minute information must be recorded on the scoresheet prior to the referees initialing it. The timekeeper should cross our all those portions of the scoresheet that have not been used. This is to prevent any information from being added to the scoresheet.
5. NO SHOWS PROCEDURE
A. If a team does not show up for their scheduled game, have the team that showed up fill out a game sheet. Mark on the game sheet which team did not show up and record one goal for the team that showed up (ask the coach to award the goal). Please remember to have both the referees, the coach from the team that showed up and yourself sign the gamesheet. All games must have a gamesheet completed. If you are assigned three (3) games, you must mail in three (3) gamesheets. Remember you must have the same number or gamesheets to mail in as number of games assigned.
B. Do not collect any money for referees or timekeeper for this game. The referees and timekeeper will be paid by the League. The top (white) copy of the game sheet, as all others, is mailed to Barbara Wright in the stamped, addressed envelopes provided for your convenience.
C. To get paid, you will fill out the No Show Form in your folder and mail it to the League Treasurer, Betty Flanders within 30 days. A copy of a completed No Show Form is enclosed. Please fill in timekeeper, address, date, time, rink of No Show, Team that No Show and mail the top white copy to the treasurer, Betty Flanders. Retain the yellow copy for your records until payment is received.
6. MISCELLANEOUS NOTES
A. There should not be anyone in the timekeepers box other than yourself at any time. There is absolutely no fooling around allowed in the box as it is extremely important that you pay attention to the game at all times. Any reports of goofing off in the timekeepers' box received from coaches, referees and parents are grounds for dismissal. Believe me, I will hear about it from coaches, referees and parents.
B. Timekeepers are not to get into verbal disputes with players in the penalty box, players on the bench, coaches, referees or parents from the stands. If there is a problem concerning any of the above, inform the referees at the next whistle. If it is an emergency, then blow the whistle to call the referee over immediately. Let the referee deal with the situation, it is their responsibility. If you have any problems with referees, coaches or parents before, during or after a game, please call me so that we can resolve the problem. You are not there to take any abuse from coaches, players, parents etc. You are there to timekeep the game only.
C. When there is a player in the penalty box, please make sure players do not leave the penalty box early. If they do leave early, then notify the referees at the next stoppage of play. Pay particular attention to concurrent penalties as they are not put up on the penalty clock. Remember they are replaced on the ice and do not leave the penalty box until the first stoppage in play after the penalty has expired.
D. The game timekeeper will not sound the horn or buzzer during play to notify the referee of a malfunction of the clock or any other equipment. He/she shall note the time and when play is stopped, notify the referee of the problem. In the event of any dispute regarding time, the matter will be referred to the referee for adjustment, and his decision will be final.
E. When approaching the referees in their dressing room, be sure to knock on the door, identify yourself and wait to be invited in.
F. Be courteous and professional at all times. Respect the final decision of the referees. Expect the same attitude and approach to yourself from the referees.
